Mayor’s Message | Exploring vital role of advisory boards, committees in Capitola

In Capitola, our city thrives through the contributions of residents who volunteer on various advisory boards, commissions and committees. These bodies play a crucial role in shaping the policies that guide the city’s development and maintain its unique character. Capitola’s advisory bodies consist of local residents appointed by the City Council. These volunteers bring diverse backgrounds and a passion for the community to their roles, enhancing the work of our City Council and staff.

The city’s advisory bodies research, discuss and develop recommendations on various issues, from public safety and infrastructure to art, cultural and environmental initiatives. While the City Council makes the final decisions, the input from these bodies is essential. Here are details on some of the key advisory bodies in our city.

Art & Cultural Commission

The Capitola Art & Cultural Commission plays a vital role in enriching the city’s cultural landscape. This nine-member body advises the City Council on the allocation of public funds for arts programs, acquires works of art, and initiates special programs that enhance Capitola’s cultural climate. The commission also implements the Art & Cultural Master Plan, focusing on expanding cultural activities and youth art education. Notable events sponsored by the commission include the Twilight Concerts, Sunday Art & Music at the beach, and family-friendly Movies on the Beach.

Commission on the Environment

Capitola’s Commission on the Environment focuses on the protection and enhancement of Capitola’s natural surroundings, promoting sustainable development, and reducing greenhouse gas emissions. Recently, the commission recommended that the City Council adopt a resolution incorporating Capitola into the Santa Cruz World Surfing Reserve, provided input on educational signage for the new Capitola Wharf, and considered regulations on single-use plastics and invasive vegetation removal projects.

Finance Advisory Committee

The Finance Advisory Committee advises the City Council on financial matters and the prudent use of fiscal resources, with members chosen for their knowledge and experience in financial management. The committee considers the city’s investments, reviews the city’s tax revenues, and provides input and guidance on the city’s annual budget.

Historical Museum Board

The Capitola Historical Museum Board of Trustees manages the activities and programs of the Capitola Historical Museum, ensuring the preservation of the city’s history and understanding of its architecture, culture, technology and natural environments. The museum, located at 410 Capitola Ave., is free to the public and open Friday through Sunday from noon until 4 p.m. The 2024 annual exhibition, “Little City Under Canvas – The 150th Anniversary of Camp Capitola,” runs through December.

Planning Commission

The Capitola Planning Commission plays a crucial role in the city’s development by reviewing land use and development permits for consistency with the Capitola General Plan and Municipal Code. Such permits may include Conditional Use Permits, Coastal Development Permits, and Design Permits. The commission also provides recommendations to the City Council on amendments and rezoning requests. Recently, the commission has been instrumental in the Capitola Wharf renovations, citywide Housing Element, and Zoning Code updates.

Residents interested in joining one of these advisory bodies can apply online or submit a hard copy to the City Clerk’s office at City Hall. Applications are accepted year-round, and appointments are made whenever there are vacancies or at the beginning of the calendar year. The terms for many of these committees coincide with City Council member terms in office, so if you are interested in serving consider applying for positions this November and December. Current vacancies are listed on the city’s website.

Additionally, Capitola encourages youth participation in local government. Students from the Soquel Union Elementary School District or those attending Soquel, Harbor or Aptos High School can join as non-voting members of several advisory bodies.
